Sorry for the late response.
Ive had problems with the FC2 kernels and usbserial where I could
only receive data.
I have since upgraded to FC3 but have yet to try the 2.6.9 kernel that
comes with FC3 with usb-serial, since I have yet to download the
kernel source for the fedora version of 2.6.9 (I have a keyboard that
does not have compilied in or module support for the binary 2.6.9 FC3
kernel.).
My fix under FC2 was to use the vanilla 2.6.8 and 2.6.8.1 kernel
(ftp.kernel.org). I am currently running the vanilla 2.6.81 kernel I
was using under FC2. The same kernel config under tha vanilla kernel
works with the usb-serial device but not with the FC2 supplied kernel
source.
My serial device is a IOGear GUC232A, some sort of generic USB-Serial
device (no clue of brand or model) that I have confirmed works.
I also have a targus device that has 2 serial ports that I have yet to try.
I dont use it for modems and my devices do not require flow control.
So I would not know if Hardware Flow Control was actually working.
You can check basic operation works by using a NULL modem cable to
loop the cable back into your computer.
Additonally, you might want to try to put a serial protocol analyzer
between the usbserial device and the modem if you got a spare machine
with 2 serial ports supporting Hardware Flow Control. You can get
devices that can show the current state of flow control pins.
